When you start looking at AML compliance tools, you will quickly notice they use different pricing models. Some charge per verification check. Others charge a flat monthly fee. The difference matters more than it might seem — especially once you factor in typical transaction volumes.

This post explains both models, runs the break-even maths, and helps you decide which suits your agency.



The two models explained

Per-check pricing

You pay a fee each time you run a customer verification check. There may be a low base subscription (or none), and the core cost is transaction-based.

The appeal: Low or no upfront cost. If your agency does very few transactions, the monthly bill stays low.

The catch: The cost scales directly with your transaction volume. As your business grows — or as compliance obligations grow — so does your cost. You may also be incentivised (even if unintentionally) to run fewer checks when budget is tight.

Flat-rate subscription

You pay a fixed monthly fee, regardless of how many verifications you run. Most tools at this tier include a defined set of features — CDD workflows, record keeping, sanctions screening, program documentation — for the monthly price.

The appeal: Predictable cost. No per-transaction billing. You can scale your compliance activity without watching the meter tick over.

The catch: If your transaction volume is genuinely very low, you may pay more monthly than you would under per-check pricing.


The break-even calculation

The question is simple: at what volume does flat-rate become cheaper than per-check?

The break-even point is around 13 checks per month.

For most active real estate agencies, that is roughly 6–7 transactions (each transaction typically involves at least two CDD checks — buyer and seller). A typical agency doing more than a handful of transactions each month will find flat-rate pricing more cost-effective.


But cost is only part of the comparison

Pricing model is one dimension. What you get for that price is another.

A per-check tool typically charges for the verification check itself — the identity document match or DVS lookup. The surrounding compliance infrastructure (program documentation, CDD record keeping, ongoing monitoring, sanctions screening, annual report) may be limited or priced separately.

A flat-rate compliance tool typically includes the full compliance workflow: risk assessment and program generation, CDD collection and record keeping, sanctions and PEP screening, ongoing monitoring, staff training tracking, and reporting tools — for the monthly fee.

Which model suits which agency?

Per-check pricing suits:

  • Agencies with very low transaction volume (fewer than 10 transactions per month)

  • Agencies testing AML compliance tools before committing to a subscription

Flat-rate pricing suits:

  • Agencies that need the full compliance infrastructure — program, CDD, screening, records, reporting — not just identity verification
  • Agencies that want predictable monthly costs as obligations scale toward the 1 July 2026 deadline

A practical note on compliance completeness:

It is worth being clear: neither pricing model determines whether you are compliant. Compliance depends on what you do with the tool — whether you run CDD on every required client, maintain records properly, and follow your program. A per-check tool used diligently and a flat-rate tool used carelessly are not equally compliant outcomes. The pricing model is a commercial choice, not a compliance quality signal.
